David E. Marquard
P.E., P.S. was appointed Director of Summit County Department
of Environmental Services (DOES) September 15, 2003. He served as
Summit County’s Chief Deputy Engineer from 1999 to 2003. In that
capacity he was responsible for the administration of engineering
departments including Engineering Planning, Highway and Traffic
Design, Survey, Construction, and GIS. As Chief Deputy Engineer, Mr.
Marquard was also responsible for the administration of major
capital projects, management of the engineering workforce,
overseeing the engineering consultant selection process, and
representing and having the authority of the engineer in his absence
or as requested.
Prior to his position with Summit County, Mr. Marquard was the Senior
Engineer for the City of Kent (1991-1999) and Civil Engineer Designer
for E.J. McDonald Engineering Company (1980-81) and for Blair
Construction Services (1977-1980). Mr. Marquard holds a Bachelor of
Science in Engineering from the College of Engineering, University of
Akron.
